Three-year action plan to win the blue sky defense war


  Winning the battle to defend the blue sky is a major decision and deployment made by the 19th National Congress of the Communist Party of China. In order to speed up the improvement of ambient air quality and win the battle to defend the blue sky, this action plan has been formulated.

1. General requirements

  (1) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 19th Central Committee, earnestly implement the decisions and deployments of the Party Central Committee and the State Council, and the requirements of the National Ecological Environment Protection Conference, and adhere to the new development concept , Adhere to universal governance, source prevention, and both symptoms and root causes, focusing on the Beijing-Tianjin-Hebei and surrounding areas, the Yangtze River Delta, Fenwei Plain and other regions (hereinafter referred to as key areas), continue to carry out air pollution prevention and control actions, and comprehensively apply economics and laws , Technology and necessary administrative means, vigorously adjust and optimize the industrial structure, energy structure, transportation structure, and land use structure, strengthen regional joint prevention and control, pay close attention to pollution control in autumn and winter, make overall planning, systematic planning, and precise policy implementation, and resolutely win the blue sky defense To achieve a win-win situation in terms of environmental, economic and social benefits.

  (2) Target indicators. After three years of hard work, we have drastically reduced the total emissions of major air pollutants, coordinated reduction of greenhouse gas emissions, further significantly reduced the concentration of fine particulate matter (PM2.5), significantly reduced the number of days of heavy pollution, significantly improved the ambient air quality, and significantly enhanced the people’s blue sky Happiness.

  By 2020, the total emissions of sulfur dioxide and nitrogen oxides will be reduced by more than 15% compared with 2015; the concentration of PM2.5 in cities at and above the prefecture level will be reduced by more than 18% compared with 2015, and the ratio of days with good air quality in cities at prefecture level and above Reach 80%, and the ratio of severely polluted days and above will drop by more than 25% compared to 2015; provinces that have completed the 13th Five-Year Plan ahead of schedule must maintain and consolidate the improvement results; those that have not been completed must ensure that the 13th Five-Year Plan is fully realized Restrictive targets; Beijing's environmental air quality improvement targets should be further improved on the basis of the "Thirteenth Five-Year Plan" targets.

  (3) Scope of key areas. Beijing-Tianjin-Hebei and surrounding areas, including Beijing, Tianjin, Hebei Province, Shijiazhuang, Tangshan, Handan, Xingtai, Baoding, Cangzhou, Langfang, Hengshui and Xiongan New District, Shanxi Province, Taiyuan, Yangquan, Changzhi, Jincheng, Shandong Province Jinan, Zibo, Jining, Dezhou, Liaocheng, Binzhou, Heze, Henan Province, Zhengzhou, Kaifeng, Anyang, Hebi, Xinxiang, Jiaozuo, Puyang, etc.; the Yangtze River Delta region, including Shanghai, Jiangsu, Zhejiang, Anhui; The Fenwei Plain includes the cities of Jinzhong, Yuncheng, Linfen and Luliang in Shanxi Province, Luoyang and Sanmenxia in Henan Province, Xi'an in Shaanxi Province, Tongchuan, Baoji, Xianyang, Weinan and Yangling Demonstration Zone.

2. Adjust and optimize the industrial structure, and promote the green development of the industry

  (4) Optimize the industrial layout. All localities have completed the compilation of ecological protection red lines, environmental quality bottom lines, resource utilization online, and environmental access lists, and clearly prohibited and restricted the development of industries, production processes and industry catalogs. Revise and improve the access conditions for high-energy-consuming, high-pollution and resource-based industries. Cities where the ambient air quality does not meet the standards should formulate stricter industry access thresholds. Actively promote regional and planning environmental impact assessments, and environmental impact assessments for new, renovated, and expanded steel, petrochemical, chemical, coking, building materials, non-ferrous metals and other projects should meet the requirements of regional and planning environmental impact assessments.   Intensify the adjustment of regional industrial layout. Accelerate the relocation and transformation of heavily polluting enterprises in urban built-up areas, and promote the implementation of a number of heavy polluting enterprises in cement, flat glass, coking, and chemical industries. Iron and steel enterprises in key regional cities must take complete closure, transformation and development, and on-site transformation. , Relocation outside the territory and other methods to promote transformation and upgrading. It is forbidden to add new chemical parks in key areas and strengthen the renovation of existing chemical parks. All localities that have already clarified to withdraw from the city must clarify the timetable, and stop production if they do not withdraw from the city after the deadline.   (5) Strictly control the production capacity of the "two highs" industries. It is strictly forbidden to increase the production capacity of steel, coking, electrolytic aluminum, casting, cement and plate glass in key areas; strictly implement the implementation measures for capacity replacement in steel, cement, plate glass and other industries; new, renovated, and expanded construction projects involving bulk material transportation, in principle Road transportation shall not be used.   Increase efforts to eliminate backward production capacity and reduce excess capacity. Strictly implement regulations and standards such as quality, environmental protection, energy consumption, and safety. Revise the "Industrial Structure Adjustment Guidance Catalog" to improve the elimination of excess capacity in key areas. In key areas, we will increase efforts to eliminate independent coking companies, and the Beijing-Tianjin-Hebei region and surrounding areas will implement "fixed coking with steel", and strive to achieve a ratio of coking capacity to steel capacity of about 0.4 in 2020. Strictly prevent the resurgence of "floor steel". In 2020, Hebei's steel production capacity will be controlled within 200 million tons; steel companies included in the capacity reduction plan must also withdraw from supporting sintering, coke ovens, blast furnaces and other equipment.   (6) Strengthen the comprehensive rectification of "scattered and polluted" enterprises. Comprehensively carry out comprehensive rectification actions for "scattered and polluted" enterprises and clusters. According to industrial policies, industrial layout planning, and requirements for land, environmental protection, quality, safety, and energy consumption, formulate standards for the remediation of "scattered and polluted" enterprises and clusters. Implement pull-net-style investigation and establish a management ledger. According to the principle of "stop first, then cure", implement classified disposal. Those listed in the category of shutdown and ban shall basically achieve “two interruptions and three cleanups” (cutting off industrial water and electricity, removing raw materials, products, and production equipment); those listed in the category of integrated relocation shall be based on the scale and modernization of industrial development. In principle, relocate to industrial parks and implement upgrades; those listed in the upgrade category shall set industry benchmarks, implement clean production technology renovations, and comprehensively improve pollution control levels. Establish a dynamic management mechanism for “scattered and polluted” enterprises, and resolutely put an end to the project construction of “scattered and polluted” enterprises and the relocation and resurgence of banned “scattered and polluted” enterprises. Beijing-Tianjin-Hebei and surrounding areas will be fully completed by the end of 2018; the Yangtze River Delta and Fenwei Plain will be basically completed by the end of 2019; and the country will be basically completed by the end of 2020.   (7) Deepen the treatment of industrial pollution. Continue to promote the full compliance of industrial pollution sources with emissions, use online flue gas monitoring data as the basis for law enforcement, increase penalties for exceeding standards and joint punishments, and enterprises that do not meet the emissions standards will be suspended for rectification in accordance with the law. Establish an enterprise emission permit system covering all fixed pollution sources, and complete the issuance of industry permits specified in the pollution emission permit management list before the end of 2020.   Promote the upgrading and transformation of pollution control in key industries. Special emission limits for air pollutants are fully implemented in key areas for sulfur dioxide, nitrogen oxides, particulate matter, and volatile organic compounds (VOCs). Promote the implementation of ultra-low emission transformation in iron and steel and other industries, and implement the closure of coke ovens in the built-up areas of key regions and cities, and collect and treat waste gas. Strengthen the management and control of unorganized emissions from industrial enterprises. Carry out unorganized emission inspections for key industries such as iron and steel, building materials, nonferrous metals, thermal power, coking, casting, and coal-fired boilers, establish management accounts, and implement unorganized emission of materials (including waste slag) transportation, loading and unloading, storage, transfer and technological processes In-depth governance. The Beijing-Tianjin-Hebei region and surrounding areas will basically complete the governance task by the end of 2018, the Yangtze River Delta region and the Fenwei Plain will be completed by the end of 2019, and the country will be basically completed by the end of 2020.   Promote the circular transformation, standardized development, and quality and efficiency improvement of various parks. Vigorously promote clean production of enterprises. Improve the central heating facilities in the park and actively promote central heating. A centralized spraying engineering center will be built in the industrial agglomeration areas where conditions permit, equipped with efficient pollution control facilities, to replace the independent spraying process of the enterprise. Actively support the cultivation of a group of large-scale energy-saving and environmental protection leading enterprises with international competitiveness, support the construction of technological innovation capabilities of enterprises, accelerate the mastery of major key core technologies, and promote the industrial development and popularization of key technologies and equipment for atmospheric governance. Actively promote the overall solution of energy conservation and environmental protection, accelerate the development of new business forms such as contract energy management, third-party management of environmental pollution, and social monitoring, and cultivate a group of high-level, professional energy conservation and environmental protection service companies. 3. Accelerate the adjustment of energy structure and build a clean, low-carbon and efficient energy system

  (9) Effectively promote clean heating in northern areas. Insist on proceeding from the actual situation, to ensure that the people in the north are safe to keep warm during the winter. Concentrate resources to promote the management of scattered coal in the Beijing-Tianjin-Hebei region and surrounding areas, Fenwei Plain and other regions, and give priority to the overall promotion of townships or districts and counties. Before the 2020 heating season, under the premise of ensuring energy supply, the Beijing-Tianjin-Hebei region and surrounding areas, as well as the plains of the Fenwei Plain, have basically completed life and replaced loose coal for heating in winter; actively promote the replacement of clean energy in mountainous areas that do not currently have the conditions for clean energy replacement. Clean coal, strengthen coal quality supervision, and severely crack down on sales and use of low-quality coal. The energy efficiency of gas wall-hung boilers shall not be lower than level 2.
